After talking to the Division of Motor Vehicles with the State of Utah, the Utah Driving Privilege card is provided to undocumented immigrants who cannot provide documentation to prove they are here legally. This is why the statement "NOT VALID FOR IDENTICATION" has been placed on the card and should NOT be used for identification purposes.

In US Federal offices this privilege card is accepted as valid ID and
it has never been denied in government and legal transactions. It is
also accepted in some banks in Utah.
I am asking for clarification from you on the statement you made.
Let's stick to the issue: You said the privilege card process is
different and based on what you, Beckie said to me in an email, I am
asking what is different about the process. This seems to me like a
straightforward question on a statement made by you.
Surely it would not take this long for you to respond this question
standing in line at the bank.....

We have adequately answered your questions in regards to the incident that occurred at our West Jordan branch. We have explained that our branch on 2700 S made an error and violated our policy on what is the appropriate identification when they provided services to you. Our West Jordan branch was following policy when they declined to process your transaction after inadequate identification was provided.
Our policies are in place to help protect our membership. Again we are sorry for the inconsistency between the branches, but this has been addressed with them.
In addition, I have explained that the Division of Motor Vehicles responded to us that the requirements are different when providing information for a Utah Driver Privilege Card than other identification cards. If you want specific information on the process the various identification cards go through, you will need speak with the DMV directly.
